Unable to Add Tag When Creating Organization

🐛 Summary

When creating a new organization and specifying tags, the tags are not added to the database. Editing an organization allows adding tags.

To reproduce

Steps to reproduce the behavior:

1. Select Manage Organizations from the My Account Dropdown
2. Click on Create New Organization
3. Specify an Organization Name and Tags and click Save
4. Confirm that the newly created organization is tagless

Attempted this with multiple tags/one tag and with tags that already exist/tags that don't exist.

Adding tags at organization creation works. It's just not 100% intuitive. When adding a tag that doesn't exist there are two places that need to be clicked: once in the dropdown and once in the button to the side of the add tag field.
