Crossfeed Schema Updates for Registration

In order to create the proper registration flow and approval process for a "Region Admin", we will need the following schema modifications in the crossfeed database.

• "Region" table added (fields: id(id type), regionAdmin(user.id FK), regionNumber(int), regionName(string))
• "User" table modified to include: regionID(region.id FK)
• "Role" table modified to include: ("regionAdmin" role added to enum (along with current "user" and "admin" values))
