Model update to organization and add regional data schema

💡 Summary

To build out the new registration process, modifications to the Crossfeed database are needed.

Implementation notes

• Add the CyHy database "Organizations" to the Crossfeed "Organizations" tables, using Crossfeed schema
• Add as needed a "region_id" to the Organizations table
• Create a Regions table ("state" | "region_id") - https://www.cisa.gov/about/regions
• Key relationship "region_id" between Regions to Organizations

Acceptance criteria

• [x] Back-up/Snapshots made prior to update
• [x] Modifications to database are implemented
• [ ] Proper tests conducted
