Modify React Routing #2472

Update the React Router code to protect application users from accessing restricted web pages.

After reviewing the existing userTypes and available access levels, I have created the below documentation to track all existing fronted Route paths and permission levels that will be assigned and implemented in PR #2493 .

This has been sent for approval and is assumed to be accurate unless changes are requested.
