Update get orgs endpoint call to v2 in frontend OrganizationList.tsx

Update Organizations in frontend to use new /v2/organizations endpoint

💭 Motivation and context

Organizations were currently filtered by regionId. Leadership requests access to see all orgs.

🧪 Testing

Navigation to /organizations in the frontend should show all orgs
