Add P&E API key to Fargate env variables

🗣 Description

Adds the P&E and CF API keys to the Fargate env variables in the terraform task definition. Also removes them from the serverless env.yml since it is not needed in the lambdas.

💭 Motivation and context

This PR fixes issues with vulnSync and cveSync reaching the P&E API
