Changing the contact name adds new contact #1078

I am trying to change the name of a contact and it adds a new contact.

To Reproduce

change a contact name

Expected behavior

All of my 110 requirements under NIST 800-171 have an observation - both compliant and non-compliant. I have a dummy contact record that I assign all of the non-compliant requirements to so it groups them together on the observation tear outs. When I try and change the name of the contact, it adds a new contact. .

I just deleted a contact but the wrong one was removed from the database.... maybe that has something to do with the issue.

Tested this in 10.2 development code, and will be in included with the release.
