CSET v11.2 - couldn't install with Windows 11 & v11.1.3 blank page #3190

🐛 Bug Report

  1. CSET v11.2 can't installed with Windows 11.
  2. CSET v11.1.3. after initialization , displayed with blank page

Please refer to the snaps,
