This is a small pull request that adds the CODEOWNERS file from cisagov/skeleton-generic and does a bit of polish on the README.
💭 Motivation and context
Although we will not be devoting the time to fully skeletonize this project, it would still be helpful to have a CODEOWNERS configuration. While here I decided to fix some glaring annoyances in the README.
