Upgrade base Docker image to Debian Buster

🗣 Description

This pull request upgrades the base Docker image used in Dockerfile from Debian Stretch to Debian Buster.

💭 Motivation and context

Stretch is no longer supported by Debian, as the upstream package repositories have been archived.

Resolves #76.

🧪 Testing

I was able to successfully build the Docker image locally.

LGTM heavy_check_mark Hopefully the bump from MongoDB 4.0 to 4.2 does not have any problems.

@climber-girl's team is in the process of building and testing a new Docker image from the updated Dockerfile. I'm waiting to hear back from her before merging this for that very reason.
