Add file for hostnames in FCEB that require client certs #66

This change adds a file of FCEB hostnames from CISA's Cyber Hygiene scans where pshtt indicates the value for "HTTPS Client Auth Required" is true.

I've also removed the EOT data which we were duplicating to allow for any legacy users hitting the old URL. It's been... 5+ years or so, time to move on.
