Remove contact line from start application modal (and other edits) #221

There are several links on the start application modal. I'd like to slim it down. I don't think we need the contact link.

Removed contact link from modal
Added anchor link to Login-specific help
Added external link icon for Login link

@gabydisarli While you're looking at this...do you think the modal links should open in a new window?

Oh, I just realized what you meant (I've gotta stop reading so fast). I think it's fine they don't open in a new tab. As a personal preference, I like all links to open in new tabs, but I just always instinctively cmd + click any links to do so because its hard to know how a link has been configured under the hood. I feel like matching our behavior everywhere else is the right move.
