🗣 Description

This pull request changes the Packer configuration to use the latest version of the Kali Linux base AMI.

💭 Motivation and context

Resolves #131, resolves #132.

🧪 Testing

Automated tests pass. I also built an AMI for our COOL staging environment with these changes and verified that it functions as expected.
