🗣 Description

This pull request updates the Packer configuration to use the latest version of the base Kali AMI.

💭 Motivation and context

The updated base AMI will require fewer package updates when the cisagov/ansible-role-upgrade Ansible role is applied to it.

🧪 Testing

All automated tests pass. I also built a COOL staging AMI with these changes and verified that it functions as expected.
