🗣 Description

This pull request updates the Packer code to use the latest version of the Kali base AMI.

💭 Motivation and context

Using the latest version of the base AMI means fewer packages to upgrade and hence faster build times.

Resolves #162.

🧪 Testing

All automated tests pass. I also built a staging AMI with these changes and verified that it functions as expected.
