🗣 Description

This pull request updates the packer configuration to use the most recent Kali Linux AMI as the base AMI.

💭 Motivation and context

Kali is a rolling release, but we may as well save some work by starting from a more recent base AMI.

🧪 Testing

All pre-commit tests pass. I also built and tested a staging AMI that included these changes and verified that it functions as expected.
