Notify operations when auto report generation fails

Story

As a devOps or operations team I want be notified if the scheduled automatic generation of published reports failed so that we can solve the problem and ensure that the reports published.

Acceptance Criteria

• [ ] Given the auto-generated reports should run on schedule, when they experience a failure to run or publish, then the operations team is clearly notified

Additional Context

This process needs to be design and a consensus reached as to how this will actually operate.
