Issue description

Let’s use BEM for new css (as USWDS have been doing since 2.0)

All devs should be aware of this coming change so we can adhere to the standard

Acceptance criteria

[ ] Update CSS and make them BEM
[ ] Use BEM for new css

Additional context

Note: this requires checking all css so that it's following the standards. If this takes longer than a 2 flag it the eng lead as this could be adjusted.
