Issue description

PROBLEM: With the introduction of the organization model, there is a potential that a user may be an administrator of more than one organization.

SOLUTION: Provide the capability for an authenticated user to conveniently administer more than one organization.

Acceptance criteria

[ ] a user, who is the org administrator for multiple organizations, may easily navigate between organizations and securely perform operations on them.

Questions:

Is it likely, or even possible, for one person to administer multiple orgs?
