Current Behavior

Main navigation layout is broken when using mobile view

Expected Behavior

Main navigation layout is consistent on desktop and mobile.

Steps to Reproduce

  1. Logon to manage.get.gov on mobile
  2. View main navigation layout

Per guidance, any "In review" tickets from sprint 45 will be moved over to Sprint 46 noon EST on Day 4 (5/28).
