We recently added federal agency type (aka the branch name) to our Agency table, now we should fill it based on the data we already have in our system. The goal would be to then have every federal agency (besides Non-federal) to have a filled in branch value of executive, judicial, and legislative, but to do this we need a script.

once done:
[ ] create a ticket for running this script on staging
[ ] create a ticket for running this script on stable
