Resolves #2300

Changes

• Added Senior Official to models
• Added Senior Official field* to Portfolio model (foreign key field)
• Added migrations (one for the model updates and another for User Groups, which makes Senior Official visible to superusers only)

Setup

Code Review Verification Steps

Code is deployed to sandbox-backup

Go to /admin. Verify the following:

• [ ] You can view/add a Senior Official as a superuser (but not as an analyst)
• [ ] Senior Official has all the fields as specified in the ticket ACs

As the original developer, I have

Satisfied acceptance criteria and met development standards

• [ ] Met the acceptance criteria, or will meet them in a subsequent PR
