Handle edit mode mode on domain management page for Portfolio domains

Issue description

On the Domain management page, a Portfolio user will see a different set of Domain Management pages when editing the domains, specifically the will see suborganization and will not see Organization info, along with other changes. When the org model feature flag is on for a user we want a domain manager to see this new org-model domain management view.

Implementation considerations:

• organization name shows at the top of the menu.
• navigating through the side menu options should keep these "org" specific features in place.

Acceptance criteria

• [ ] When the portfolio flag is on for a user this figma represents the new view shown to users
• [ ] side nav matches figma
• [ ] links take you to those pages, with the exception of suborganization should just been a non operational link and go to the real page in #2352
• [ ] The overview page matches the figma (including showing suborganization), edit icon just takes you nowhere
