(1) Figma Design System: Update Header #2635

Issue description

The Header/variants/states in the Figma design system does not match production. The following issues are :

Left header text (ex. get.gov) should be changed from 70 Darker (#002B47) to hexcode# 001726 (Dark 80 -- color not named in styles)
Header should be responsive
Add navigation component to Header to create "group"

Acceptance criteria

[x] Figma component matches production.
[x] Auto-layout is used when possible. Boolean logic is used to reduce the number of variants when appropriate.
[ ] Changes are made in a Figma branch and are reviewed by another designer.
[x] Changes are merged.

Does the component have instances of other components? If yes, do they to be updated?
Do the changes apply to specific variants of the component?
