Document error handling and logging standards

Issue description

Currently, our error handling and logging standards are not documented in one location. It would be helpful to compile the project standards for error handling and logging in one document. It would be helpful for new developers.

Acceptance criteria

• [ ] document our error handling and logging standards in one readme document for reference by the team
• [ ] get team input on other things that should go into this
• [ ] lead a 15min or less discussion to brainstorm additional things during eng huddle.
