Update the domain managers page for org model #2728

Issue description

Now that we are working on member management, we need to update what is shown on the domain mangers page on the Manage domain view for the org model.

Acceptance criteria

[ ] follow the figma and annotations (1-5) in the edit view of the Domain managers page for the org model
[ ] be sure to include the addition of admin icons for invitation and domain mangers. This only applies to those with the admin role
[ ] add the alert and any other changes in the view for when there is only one domain manager on a organization's domain. See this figma

[ ] blocked by #2725 as this creates admin tags and we want to be sure we do this the same way on both pages
[ ] related to #2456 (team review of member mangement)
