Service Design: Create a Project Plan

Issue description

We need to create a comprehensive project plan for the service design work that @jaxonsilva24 will be doing with .gov during FY25 to make sure we meet our goals effectively.

Acceptance criteria

• [x] Define scope collaboratively with .gov and SDO leadership using the value chain created in #2864 as a starting point
• [x] In the plan, describe the scope and benefit of the outcomes
• [x] List stakeholders and their interests in this work, the roles of each person contributing to this work
• [x] List and describe deliverables and lay them out on a rough timeline
• [x] Describe risks to the project or for deliverables
• [ ] Coordinate to receive plan approval from SDO and .gov teams
• [x] Create GH tickets for each deliverable
