Between 4 p.m. and 6 p.m. CET (10 a.m. and 12 noon EST) on 5 September 2023.
Nature of disruption
In Budapest, Hungary a VoIP call through a high-speed (gigabit fiber optic) was disrupted with persistent high pitched noise and codec degradation.
The sound was so annoying it disrupted someone else's work even through headphones.
Software involved: unknown.
Actions being performed at the time: The participant was a listener in basic mindfulness and meditation.
Possible threat actors
Either a country that has developed audio attacks (more likely), or possibly (less likely) China.
Impact on U.S. business:
A U.S. citizen owns half of the business being developed as part of these calls, and the business is currently raising investment from investors, including U.S. investors.
Communications disruptions of this kind make the business impossible to invest in and can cost the U.S. economy between $10 million and $1 billion in lost international business opportunities.
