Add celeryflowerDjango as a service

💡 Summary

We currently have a service that runs celery flower and we would want to get this to run in a container to maintain a one button deploy

Motivation and context

We have a LTG to get infrastructure containerized

This would lower the maintenance of the overall application from a security and devops standpoint.

Implementation notes

• Add celery flower to docker-compose
• Add celery flower network
• Add linking networks
• Add depending networks

Acceptance criteria

How do we know when this work is done?

• [ ] The celery flower operates the same way as if it was still running on the metal installation.
