Update pshtt scan to work with current version of python #594

P&E is going to use pshtt scan within the county level scorecard. Currently it uses a pinned version of sslyze which is incompatible with newer versions of python that we use.

We need to fork the pshtt branch and update it to use the correct sslyze calls
