🗣 Description

This pull request adds a disabled dependabot ignore directive for the Actions used in the CodeQL workflow.

[!NOTE] I have updated this PR's content based on implementing this same (original) change in https://github.com/cisagov/skeleton-python-library/pull/127 and then https://github.com/cisagov/skeleton-python-library/pull/131 which was created as a result.

💭 Motivation and context

We only want dependabot PRs for this dependency created in this repository and then inherited by downstream repositories.
