Update test case report gen with patch

🗣 Description

This PR resolves issue https://github.com/cisagov/tpt-reports/issues/57 and updates the test case for the report_gen function in report_generator.py.

💭 Motivation and context

This will update this test case to not rely on other functions or produce actual results.

All automated tests, including this new test, were successful.
