Adding Vulnrichment process flowchart, from a discussion on the CVE Strategic Planning Working Group, edit README to reference the flowchart and dot source. CC @andrewpollock.

I love this. Loads. I can land this as is, but @amanion-cisa , if you could update the graphic with a citation source (something like: source: https://github.com/cisagov/vulnrichment) and a timestamp (today, to be updated if/when it changes), it would help for when it invariably gets copied around on LinkedIn.

Those change requests are soft blockers -- I'll land it later today regardless.
