Describe the bug New tags are not added to existing template, however if it is a new template to be created, the tags are set correctly

Expected behavior new tags should be added

Environment (please complete the following information):

Cisco DNA Center Version and patch: 2.3.5.4-70852-HF5
Python version: 3.10
SDK version: 2.6.9 and 2.7.1
OS Version: Ubuntu
