Add instructions on partial clone to README.md #717

It's a bit jarring to have these instructions at the top of README, where the rest of the file describes Chez Scheme. I would have expected them in BUILDING. BUILDING doesn't currently mention git at all, but it could start with the instructions on cloning. What do you think? We could update BUILDING to use markdown at the same time.

I agree that structurally it would make more sense in BUILDING, but... I also think being jarring is part of the point, to keep people from needlessly cloning GB of repo. I have a strong opinion either way.
