Add entry for the NCS-57B1-6D24-SYS #63

The entry for the NCS-57B1-6D24-SYS is missing from the products MIB. When trying to use value returned by looking up the sysDecr.0 OID to look up a name for one of these routers, the query returns a not_found error. This PR adds an entry to for the NCS-57B1-6D24-SYS the product MIB that is similar to the entry for the NCS-57C1-48Q6-SYS.

This PR takes care of issue #62.

I have to raise a defect with the internal team and they fix it on the internal Github then we mirror it back out. I will comment back over on the issue when I have filed that item.

I will add a CONTRIBUTING.md to cite later.

@kyzer-davis any ETA on when this fix will go out? We have some hardware we can't talk to because this entry is missing.
