support ubuntu-22.04 in github workflow #622

ubuntu-latest is moving to ubuntu-22.04, but this currently fails. Need to find out what is needed to support ubuntu-22.04 so can continue using ubuntu-latest

There is an issues with glibc 2.35 and nss so for now still use ubuntu 20.04 when running with valgrind. see 07ca6ad289f7d5384f39265e1d5118881e1a375d
