neues Attribut to_klima (für User mit Aktionsrechtattribut poiToKlima dürfen editieren) die übrigen Attribute dürfen von Usern mit onlyPoi editiert werden

Attribut ist angelegt. Konfigurationsattribute exemplarisch für SimmertS102 und HohmannB102 eingerichtet.
