For Developers: Add OGC-Scale Information to the statusbar #46

The OGC Scale is a another scale measure that is used on server side to toggle layer visibility. In a server debugging process it is often handy to display this measure in the gui.

Just add it before the normal scale.

Use the cismetDeveloper File in $HOME to toggle.

Furthermore the implementation of the OGC Scale should be changed (no functional change) in a way that it is easier to read and it easier could be compared with the description below.
