rasterfariDocumentLoaderPanel - refresh cache if needed #529

rasterfari allows now to refresh the cache (if needed, or forced).

The rasterfariDocumentLoaderPanel should use "ifneeded" for the first request, so that it is ensured that the document is not an obsolete one.
