Change license from CC-BY-SA 3.0 to 4.0 #114

Adding a repo-wide CC-BY-SA 4.0 license as well, which should work as long as we don't start including other-licensed materials. Has the benefit of clearly labeling the repo with this license (see screenshot in https://github.com/citation-style-language/schema/issues/195#issue-623973592 for an example).

Many/all styles will take some revisions (e.g., to replace event with event-title), and locales will need to be updated with new terms, so I think we will be in a good place to update their licenses and license the whole repositories there.

Sure. Just to be clear, the scope of this PR is just the license of the documentation itself. Updating licenses of the styles/locales and documentation to CC-BY-SA 4.0 are two separate things.
