Clarity amendment to specification

As discussed on xbiblio-devel, to amend the specification as follows, making it clear that cs:if and cs:else-if test only the long form of a variable with both long and short forms.

variable Tests whether the default (long) form of the given variables (Appendix I - Variables) contain non-empty values.
