Update stop-words list #99

The list of stop words used in title case conversion at http://docs.citationstyles.org/en/stable/specification.html#title-case-conversion is much shorter than that now used by citeproc-js (https://bitbucket.org/fbennett/citeproc-js/src/2b552c68ca2a891d3869ebdfa5167115cc5e546f/citeproc.js#citeproc.js-376). In updating this for pandoc-citeproc (https://github.com/jgm/pandoc-citeproc/issues/226), it was pointed out that its list might be too inclusive, including words such as 'because'. Could the official specification be updated on this point?

There is an old issue on this topic: https://github.com/citation-style-language/documentation/pull/31/files. See also http://xbiblio-devel.2463403.n2.nabble.com/title-casing-skip-words-td7578629.html. It's indeed something we need to update in the spec.
