refactor directory #5

Before I change this, is there some reason there's a branch and trunk directory here? That's a convention from CVS and SVN, but not the typically way you do it in a DVCS.

But I'm not sure how to apply this to creating the named branches from the existing layout.

I used folders because I can wrap my head around those :). (the upgrade script I used to upgrade the CSL 0.8 locales to the 1.0 format used both the CSL 1.0 and 0.8 versions, so it was convenient to have them simultaneously accessible)
