Some style authors copy the entire contents of a CSL locale file into a style, or unnecessarily redefine terms with the same strings as the originals.
It should be reasonably straight-forward to check in-style locale terms against the matching locale file (assuming the xml:lang attribute on the style's <locale/> element is set to a full locale code (e.g. "en-US" instead of "en")), and remove those that are the same from the style.
