Number as a label was introduced in CSL 1.0.2. I suspect this might be an issue of the visual editor being outdated?
The editor should work for 1.0.2 but might not have the most recent locales? The label does print in the current Zotero beta; it's used for reports, e.g., in APA style.

Ahh, the CSL Editor page is outdated. That's why. OK, well that's good to know it generally works in Zotero7. Thanks for confirming.
Is it very involved to get the CSL Editor updated in general?

For the longest time I've always been wondering about this. I'm not sure if you're aware of this, if it's an actual bug or something else. Expected output: Discussion paper no. 09-5 Actual output: Discussion paper 09-5
I always just use the "issue" label, but that can give issues in certain styles.
Any idea, @adam3smith and @bwiernik ?
