Changed component from nothing to update xslt.

I'd like to keep the conversion to localized dates out of the xslt. There are only a few true generic-base (and a lot that have been incorrectly labeled as such), and we can update those by hand after the conversion to 1.0 styles.

Removed conversion to localized dates * Reordered style sheet, some cleanup
Removed some bugs (namespaces were applied to some elements; cs:style didn't enclose other elements) * Extended include-period to strip-periods conversion logic to cs:label, cs:date-part. For cs:text it has been limited to elements calling a term.">r10:f6e2933010ba]1 . Marking issue as resolved.

Note: the tickets I've opened here are all related to validation errors I'm seeing in the conversion output. Can you make sure to run the test-update.sh script before you commit changes? I'm noting there's some recent changes that causes a lot of errors.
