million.cex default data set should use current CEX standard #161

The million.cex data set claims to use version 1.0 of the CEX standard. We're up to 3.0.1, and should use that.

Also note that 3.0.1 requires a "lang" property in ctscatalog. That's not yet part of the million.cex.

Since CITE-App is really the signature app for CEX , it would be a shame to leave our demo data set so far behind the standard.
