According to the doc for GetLabel response,

The content of the cts:label element may have any text the implementor chooses. Its contents should be comparable to the value of a rdfs:label in RDF Schema. Implementors are strongly encouraged to include as part of the cts:label contents separately labelled strings for any of the optional ti:groupname, ti:title, ti:version and ti:citation elements that are relevant.

and the doc on GetCapabilities

on elements giving names, titles and labels, xml:lang refers to the primary language of the content of the element

I'd say there is two-three potential issues with the description.rng and the doc

xml:lang is not accepted as optional parameters for names, titles, labels, works (for none actually). It could be my use of oxygen ?
There is only 0.1 nodes accepted for each label, titles and so one which I think is an error regarding at least i18, and potentially my way to read doc.
I have not found any doc about what exemplar represent.

If you agree with the two first issues, I'll be pleased to make a PR. For the third, I can't because I don't understand it :)

Addendum : I am actually not sure to understand the difference between cts:version and cts:title

Addendum 2: I am note sure what should contain ti:citation is this context as this is limited to one element ?
