Range citations: must be at the same level? #3

I can't see in the spec whether we require ranges to look like this:

…:1.1-2.10 …:1.CN.3-1.Prop.4

Or if this is okay:

…:1-2.20

My inclination is to require the former: "Both parts of a range citation must point to the same depth."

What do we do in the case of works that have varying depths of citation hierarchy then? Wouldn't that argue for allowing parts of ranges to point to different levels of citation hierarchy? What's wrong with 1-2.20 anyway? It seems logical and syntactically unambiguous.

Close? After definition of good unit tests in implementting libraries?
